Board Members Present: Gary Bennett, Steve Overstreet, Nancy Klein, Greg Smith and Lisa Finnegan

Board Members Absent: Randy Hillman, Jim Cowdery, James McClain, and *Steve Nielsen

*(Steve N. arrived shortly after the meeting adjourned and went over the Fall Fest & Halloween Parade financial dynamics with Gary. Receipts were given to Steve for dispersement to those who made out of pocket purchases for the necessary supplies for these two events. Event attendee checks and cash monies paid were all accounted for and submitted to the Treasurer for deposit into the account. Steve will send the BOD a financial summary of the events as soon as time permits.)

The meeting was called to order at 7:35 p.m. by Gary Bennett.

Gary Bennett informed the Board that the previous meeting held on October 6, 2003 did not contain a quorum of Board members and that no voting decisions were made. The minutes from October 6, 2003 meeting were reviewed and approved.

Social Committee:

Gary Bennett informed the Board that the Halloween parade was a strong success. It was heavily attended and the children enjoyed lemonade and cookies after the parade. Estimated attendance was somewhere close to 150 children and parents. The Board will extend its appreciation to the Owji Family, particularly Carrie, for allowing us to use their circle driveway at the parade’s finishing destination and for her hospitality. Fall Fest had fewer attendees this year on Sat. Nov. 1 Trotwood Park. The Board heard plenty of positive feedback, however, regarding Fall Fest being held at Trotwood. Much of the reason for the decline in attendance was due to Winter Springs High School’s home- coming and the Cheerleader’s Festival taking place on the same day in conflict with the Fall Fest times. Recommendations were made for next year that the 5th Annual be held on the original weekend (Daylight Savings Time weekend) one week before. Another recommendation was to have one hour of planned activities with games to occupy children so that parents can socialize a little before watching them on the playground equipment. The Board will check when Winter Springs High School’s homecoming is so that Fall Fest doesn’t conflict with its timing. A suggestion to move Fall Fest to Spring Fest was discussed. The Board determined that adding a new spring event would be best rather than move Fall Fest as it is typically enjoyed by many residents.

Treasurer’s Report Membership:

No update at this time pending Steve’s inclusion of recent expenditures and revenues from the newsletter advertising.

Beautification Projects:

Gary Bennett informed the Board that the lights at the Vistawilla entrance are now working. John Holmes replaced the flower beds at the entrances and at the Vistawilla entrance. He also replaced the variegated pittosporum bushes in the Vistawilla Island with 20 new hardier variety azaleas (rays rubra). John also added 4 ‘Fashion Azaleas’ in the ‘bench area’ and 3 Southern Charm azaleas on the right side pond garden.Gary has not been able to locate a replacement bench for the pond area yet. Local stores are carrying holiday inventory and we may not be able to replace it until after the holidays. John Holmes will plant around that area after the bench is replaced. Gary will check with Dockside Imports and Olde Time Pottery to see if they still have any in stock.

Gary also addressed that the Tuscawilla Garden Club sells luminaries every year. A recommendation for placing them at our two entrances was discussed and approved. Gary will purchase luminaries from Garden Club and contact homeowners who will be willing to monitor the luminaries on Christmas Eve.

ACC/Deed Restrictions:

Steve Overstreet received a lukewarm response from residents regarding deed restrictions being rewritten for exterior paint color. At this time he indicated that he will continue to handle it on a case by case basis and contact homeowners on an as needed basis. Winter Springs Code enforcement was contacted regarding the toilet papered house on Seneca. Issues currently under review are the motor home behind a less than adequate fence on Saranac, the concrete base from a lantern on Seneca, A-Screen vehicle street parking on Seneca and the McClain’s RV.

Welcome Packet/Block Captain Program:

The Welcome Packet is near completion but not available yet. The Board will request a completion date from Jim C. Chelsea Woods has a number of new residents (at least 12) who need to receive the package. No update on the Block Captain program at this time.

417/Local Gov’t/Police:

Gary Bennett will be attending the next Winter Springs Citizens Advisory meeting on Wed. Nov. 12th. Discussion arose regarding how resdistricting Chelsea Woods schools will affect Chelsea Woods residents and its potential to affect home values. Greg Smith recommended contacting Diane Cramer at Seminole County Public Schools. Lisa Finnegan will follow up with Diane regarding how districts are evaluated and when open hearings will be held.

Randy Hillman has updated the website. It is current & up to date.

Holiday Newsletter:

Nancy Klein needs all newsletter articles to be into her no later than November 24th. The Board did not hear any negative feedback regarding advertising in the newsletter. The advertising will help offset the costs of printing and distribution. The Board agreed to try to limit the advertising to no more than half the newsletter but reserves the rite to govern the content of articles and advertising for the benefit of the neighborhood. Future newsletters will be sent via the Post Office with 3rd class or bulk mail rates. The newsletter will no longer be delivered by volunteers due to federal law restricting the use of official resident mail boxes. Winter Springs Fire Dept. Santa’s run date needs to be placed in the next newsletter.

The Board and future Board of Directors need to be aware that it should not send any newsletter or other correspondence to Linda Patterson.

Other Old Business/New Business:

The annual meeting needs to be scheduled at the Oviedo Public Library. Invoices for membership will need to be sent out prior to December 31, 2003 so that members can pay prior to the meeting.

The Board will need to meet to prepare mailing of invoices. This meeting will be determined at a later date.
