Meeting Minutes


Members Present: Chris Waguespack, Bruce Lieske, Sue Beveridge, Susan Mueller, Ray Biechele, Tom Kravets, Jim Mathews, Joan Grodski.

Members Absent: Wally White, John Stoudt.

The meeting was held at Joan’s house. Chris called the meeting to order at 7:05 p.m.

Meeting Minutes: Susan presented the previous meeting minutes. Ray motioned to adopt minutes and Joan seconded. Motion passed. Susan will e-mail the updated April minutes to Sue and the website will be updated.

Treasurer’s Report: Sue reported the checking account balance of $12,305.23. Sue distributed copies of the Chelsea Woods Homeowner list of current members and non-members. Membership stands at 185 members. Sue received Winchester Insurance renewal notice. The policy has not changed and the premium is $1040. Joan motioned to pay insurance renewal premium and Bruce seconded. Motion passed. Sue reported shrinking funds. Jim suggested outlining monthly expenses in next newsletter to help motivate new members. Sue received the current CWHOA landscaper’s (Holmes) outline of landscaping activities. The board will review for budget cuts and new bids will be accepted. This will be discussed at next meeting.

Deed Restrictions: Ray reported a fence and paver request for the Ahrens at 688 Cayuga. Ray answered an angered homeowner in an eloquent and informational e-mail. He outlined the Board’s responsibilities and limitations.

Beautification: Chris reported that the fountain light was out due to a breaker tripping. Wally will monitor. The lights at the N entrance were fixed and the glass cover was replaced. At the S entrance there was an electrical problem. We need a 120V wire to light the entrance. The 240 V line was bad. Wally took care of fixing the 120V line at a cost of $400 in total. $197 was spent on a permit and $200 for the meter and labor. A rebate may be received from the bad line put in. Two trees need to be replaced and John Holmes will be contacted.

Welcome: Joan sent out Welcome Booklet by e-mail to all Board members to review. Ray suggested deleting Fall Fest reference and Jim suggested stressing more volunteer opportunities. Jim will e-mail Joan his recommendations. Board approved Welcome Booklet after changes made. Joan will contact Denise Prebler about community garage sale.

Newsletter: Ray reviewed the software and is working with Jim. Jim will be out of town June through September. Joan and Bill have set up mass e-mail capability and Chris has suggested a test run.

SR 417 Task Force: Next meeting of the task force will be Tuesday, May 27th at 7:30 p.m. They will be examining the 86 opinion polls they received from the Chelsea Woods homeowners. The task force has learned that the 1988 studies are in archives in Sanford and would be very beneficial to review. Sandy Adams has continued to support the task force.

Actions: Susan will get past minutes and historical records of CWHOA from Pat S. Susan will contact website rep after each board meeting to post updates and minutes after they are approved. Sue will look at format of updating newsletters and Jim will give Sue CD of last 2 years of CWHOA newsletters.

Topics to be discussed:

      Adherence to By-laws:
      Notification of CWHOA meetings. This could be done through the minutes on the website. A sign could be used at the N & S entrance to notify meetings and membership drive.
      Co-signature >$200: Bruce and Sue will meet to discuss options. Until by-laws officially amended Bruce moved that the treasurer pay monthly bills not in excess of $500. Ray seconded. Motion passed.

      Flags: CW needs a flag at the N end. Tom will look into a bracket not a pole. Estimated cost $40.

      Grass on S end: This is an eye sore. Tom, Wally and Chris will discuss with Chestnut Estates HOA.

      Mass E-mail Policy: Jim will draft guidelines to review, in the meantime, Chris and 2 board members can approve e-mail to be distributed to community.

Next meeting will be held Tuesday, August 12th at 7:00 p.m. at Sue’s house.

Meeting adjourned at 8:35pm. Sue motioned to adjourn and Joan seconded. Motion passed.
