Board of Directors Meeting

Meeting Minutes
Members Present: Luis Rios, Ray Biechele, Bruce Lieske, Pat Stanforth, and Chris Waguespack.
Members Absent: Ron Schroeder, Susan Mueller, Sue Beveridge, Joan Grodski and Jim Mathews (newsletter editor).
The meeting was held at Luis’s house, 642 Saranac Dr.
Luis called the meeting to order at 7:35 PM.
Meeting Minutes: The April meeting minutes were distributed and approved without modification.
Treasurer’s Report: Sue reported via email that the current bank balance is $15,568.25. There are no outstanding bills. Membership is up to 193 homes.
Deed Restrictions: Ray approved a replacement fence. There are no other requests pending.
A vacant home has recently gone up for sale. The yard is in poor condition. There is a dead pine tree in the front yard. It is leaning towards the vacant home but may hit a neighboring home if the wind is blowing hard. Ray is going to contact the listing agent to see if he can talk the agent into cleaning up a bit. The home is in foreclosure.
Beautification: No news to report.
Welcome Committee: Joan reported via email that no one new has moved into the neighborhood.
SR 417 Committee: Bruce has a complete copy of the PD&E noise study. He stated that the actual noise levels were taken on 2 times of day on one day. However, these actual levels were used as input to a computer program which generated the majority of the results used.
It should be noted in this official record that since the last minutes, CW HOA took the following actions in regards to the sound wall problem.
• Bruce, Jim and Luis attended a Tuscawilla HOA meeting to discuss the problem. THOA voted to support CW HOA in its efforts to obtain a sound wall.
• Luis and Jim attended a Winter Springs City Commission meeting. The City had an Expressway Authority representative at the meeting. CW representative Jim and the joint Winter Springs/Oviedo Chamber of Commerce voiced their displeasure of a sound wall on the Oviedo side of 417 but not on the Winter Springs side. The city then took a vote and agreed to support CW in its effort to get a sound wall.
• The Expressway Authority announced that they did not have funding for widening our portion of 417 until 2016 (see attachment A).
The board agreed that the 417 Task Force lead by Bruce should continue to work on its goal of obtaining a sound wall for CW preferably at the start of the construction phase, not at the end. They agreed that a small group, about 7, would work best. Luis, Ray, Chris, and Jim have all volunteered.
Jim, via memo, outlined items that the task force should do. A sample is as follows:
• Insure that CW is kept informed of this issue.
• Urge residents to write as necessary.
• Encourage THOA to appoint a board member to monitor this issue.
• Arrange for the Expressway Authority to meet with the CW general membership. Other interested parties from Tuscawilla and/or the city will be invited.
• Keep communications open with Brian Fields who is the city employee watching this issue.
• Luis should write to all of the county commissioners asking for their support.
• Write to Henry Pinzon asking for answers to the questions stated previously.
Newsletter: A newsletter is not currently scheduled.
Fall Fest: A tentative date of October 27th was set. All board members should check for conflicts that may affect the community at large such as homecoming.
The next meeting was tentatively scheduled for Wednesday, August 22nd. The location is to be determined.
The meeting was adjourned at 8:45 PM.

Posted May 17, 2007 – From the Orlando Sentinel Newspaper Seminole County -- The widening of State Road 417 throughout Seminole County may have to be delayed several years because of increasing construction costs.
Florida's Turnpike Enterprise still plans to improve the toll plaza at Lake Jesup next year. But widening from University Boulevard to State Road 434, originally expected to start late next year, now isn't scheduled until 2016. Widening of the section going farther north to Rinehart Road "is way out there," Turnpike spokeswoman Christa Deason said.
Things could change if the Turnpike agency can get more money to pay for road projects, officials said.
Meanwhile, Winter Springs city leaders are not happy that turnpike officials didn't recommend sound walls for subdivisions in their city.
Turnpike officials say walls along the western side, for neighborhoods such as Chelsea Woods, aren't worth the cost. That could change when officials take another look at the possibility during the project's design phase, they said.
