Meeting Minutes
Members Present: Ray Biechele, Joan Grodski, Chris Waguespack, Wally White, Bruce Lieske, Susan Mueller, Sue Beveridge, Scott Harden, Kim Coburn, Tom Kravets, Jim Mathews, John Stoudt, Matt Gibbons.
Members Absent: None
The meeting was held at Wally W.’s house, 683 Lamoka. Chris W. called the meeting to order at 7:06 p.m.
Meeting Minutes: Minutes for January 27, 2009 meeting were corrected at SR417 task force report to reflect 600 foot strategy. Motion to approve by Jim S., seconded by Ray B., passed without objection.
Minutes from February 10 2009 Annual meeting are to be placed on the CWHOA website and available for comment and correction, and subsequent approval by BOD.
Minutes from February 2008 Annual minutes (not available at the 2009 annual meeting) will be posted on the CWHOA website with preliminary approval by BOD pending correction by members. Sue B. will post on the website, Joan G. will distribute

Treasurer’s Report: Sue B. reported the checking balance of $15,473, and announced now 182 paid members. Will direct a third letter to the approximately 100 homes currently unpaid, with language provided by Scott H. and Chris W. Electric bill has been re-adjusted to $87.47, down from $231.00.
Beautification: Kim C. indicates that the property surrounding the pond at north end of Seneca under consideration for submittal to Winter Springs beautification grant program appears to be owned at least partly by homeowner Ron Schroeder, subject to drainage and retention easement, with sprinkler controller under Association control previously attached to that house with prior permission of homeowner. Motion by Wally White to install new sprinkler control and wires and conduit and separate control from Mr. Schroeder’s house. Seconded by Jim M. Motion passed without objection. Mr. Holmes to look into material requirements and report back.
SR417 Task Force: Bruce L. reported that he has received confirmation from William Walsh, Project Manager, EMO, FDOT, District 5 that no sound study was done for the 6-lane expansion. Bruce L. and Wally W. will contact Rep. Sue Kosmos regarding same
Newsletter: Jim M. suggests including information regarding new police substation, stimulus funds available for a turn lane, lost/found animals, suggestion for homeowners to install visible house numbers, possible linkedin, angieslist, or similar networking group for HOA matters and possibly reviews of local service providers. Target for distribution is next few weeks.
Citizen’s Advisory Committee: No new meeting announced, no report. . Action Items/Other New Business:
Newsletter: suggestion to place update in next newsletter on HOA/BOD’s duties and abilities regarding home maintenance and vacant homes
Mass e-mail: policy announced that e-mails must be critical or urgent HOA matters, and approved by at least 2 BOD members prior to distribution. Jim M. will provide further guidelines to Scott H. and Matt G.
Winter Springs beautification grant money: Chris W. suggests engaging John Holmes for ideas on landscape improvements, improvements to the South entrance, fountain areas, etc. Wally W. to discuss with Mr. Holmes.
Lights at Vistawilla entrance: Mr. Holmes and an associate have temporarily addressed an electrical problem at the lights and/or circuit breaker, but not permanent fix. Wally W. will contact Mr. Holmes regarding that repair and will report back.
Road Surface Repair: Chris W. has contacted Allen Hill at Public Works, and is told that funding is in place or surface repairs, and now just waiting for Public Works to take action. Wally W. will follow up with Public Works.
Possible addition of 2 houses at Seneca entrance: These houses are not within CWHOA, but Chestnut Estates, and are seeking entrance to CWHOA. Requires letter of invitation from Chris W. as president of CWHOA. Discussion and consideration of possible costs/benefits of invitation.
Next meeting will be held Tuesday, April 28th at Sue Beveridge’s house.
