Annual Membership Meeting

Meeting Minutes - DRAFT


Members Present: Chris Waguespack, Susan Beveridge, Tom Kravets, John Stoudt, Matt Gibbons, Wally White, Kim Coburn, Bruce Lieske, and Scott Harden.

The meeting was held at Seminole County Public Library, Oviedo. Chris W. called the meeting to order at 6:20 p.m. Quorum confirmed.

Introductions of Board Members by Chris W.

Previous Annual Meeting Minutes: Motion to Approve the 2010 Annual Meeting Minutes by Joan Grodski, Second by Ray Biechele. Motion passed without objection.

COMMITTEE REPORTS

President: Chris W: Thanks and acknowledgments on Halloween parade, garage sale, and to Dave Beveridge for maintaining the Association’s website.

Chris W discussed 2010 issues and actions including:

    • Landscaping;
    • Roadway repairs completed and those planned for future;
    • The Jetta Park development plan has been shelved by the County;
    • The Atlantic Housing development has been voted down by the commissioners;
    • 417 widening project- there is currently no additional development from 2010 Annual Meeting.

Looking ahead at issues and actions for 2011:
    • Additional landscaping including new mulching;
    • Upgrades to lighting @ Vistawilla;
    • Separation of zones for irrigation of plants at North exit;
    • New Holiday wreaths;
    • Replacement of bench at North end pond.

Welcoming Committee: Kim C.: 6 new families this year have moved in and received welcome packages, including invitations to join the HOA.

Deed Restrictions/ Architecture Review: John S.: Handled several approvals of driveway pavers, room addition, and fence replacements. Yard/Garage sale will go forward this Spring, date pending.

Maintenance/ Beautification: Wally W.: No additional report beyond President’s message.

Newsletter/E-mails: Scott H.: Approximately 28 e-mails, including on subjects of Jetta Park, Atlantic Housing, lost pets, yard sale, newsletter, etc. E-mail list is growing, reducing mailing costs. Scott is promoting City of Winter Springs e-alerts, other citizen alerts from the City.

Treasurer/ Membership: Sue B.: Current balance is $19,798.60, current membership is 142. Sue presented numbers from budget as of November 2010. 2011 Budget increased at capital improvements, electrical, landscaping for planned improvements. Restricted fund is approximately unchanged during 2010. The 2011Budget contemplates 185 paid members. Motion to approve budget was made by Ray B., seconded by Joan Grodski, and passed with out objection

Winter Springs Citizens Advisory Committee: Tom K.: Emphasized the need for members to close and lock car and garage doors, and remove all valuables. Crime is down, credited to Winter Springs Police Department’s program of promoting door-locking.

NEW BUSINESS

Wally W. presented issue of dogs that sometimes get out in the area of Oneida and apparently have killed several animals including one pet and threatened at least one person. Animal control has been contacted. Homeowners are advised to call Seminole Co. Animal Control if they encounter loose dogs.

Election of New Board Members: Two Board of Director seats are available: Bruce L. and John S.

Volunteers to serve on Board:

Jennifer Hoffman Luis Rios

Chris W requested the members to approve Jennifer Hoffman and Luis Rios by hand vote, which passed without objection. Motion was made by Bruce to accept the nominations by Acclamation, seconded by John St., and passed without objection.

Open Forum

Tom K: Tom stated that 1749 Seneca has been a rental with a manufacturing process ongoing at the property. Tom has contacted the police, who confirmed the occupational license was in place and valid. Tom is concerned regarding the noise and lacquer spraying. The City will consult with the Fire Department. Discussion continued regarding zoning issues relative to the property.

Luis R.: Expressed concern regarding high shrubs and bushes up to and over the houses at several properties.

Chris W.: Thanks to Board and special recognition to John S. and Bruce L. for their many years of service on the Board of Directors.
