2008 Annual Meeting
Tuesday, February 20, 2008
Meeting Minutes (approved at 2009 annual meeting)


The Chelsea Woods HOA Annual Meeting was held at the Oviedo Public Library on February 20th, 2008. Twenty-six members participated either in person or by proxy. The following Board members were present: Luis Rios, President Bruce Lieske, Vice-President Pat Stanforth, Secretary Sue Beveridge, Treasurer Ray Biechele Joan Grodski Susan Mueller Chris Waguespack Board member Ron Schroeder was not able to attend. Mr. Rios called the meeting to order at 7:12 pm. Mr. Rios opened the meeting by introducing the board members.

Previous Minutes: Copies of the minutes from the 2007 Annual meeting were distributed. A motion was made by Joan Grodski, seconded by Ray Biechele, and passed to approve the minutes without revision.

Treasurer’s Report: Copies of 2008 budget were distributed. Mrs. Beveridge reported that last year’s expenses came in on budget even though a majority of the lighting at the Winter Springs Blvd entrance had to be replaced. A motion was made by Joan Grodski, seconded by Susan Mueller, and passed to approve the 2008 budget as presented.

Presidents Report: Mr. Rios listed some of the changes in Chelsea Woods this past year. They include the following items:
• New street lighting was installed on Seneca Blvd as part of phase 2 of the Tuscawilla Lighting and Beautification.
• Chelsea Woods HOA had been monitoring the SR 417 expansion plans and sounded the alarm with Tuscawilla HOA and the city of Winter Springs when it was discovered that a sound wall is not scheduled to be built on the Chelsea Woods side. The SR 417 Task Force was established.
• Jetty Park construction has started.
• Fall Fest was moved back to Chelsea Woods.
• Advertising in the Chelsea Woods newsletter is offsetting the cost of that publication.

SR 417 Task Force: Mr. Lieske, the SR 417 Task Force chairman, gave a summary of events this year.
• SR 417 is scheduled to be widened from 4 to 6 lanes in 5 years. A sound wall will not be installed on either side of the road at that time.
• SR 417 is scheduled to be widened from 6 to 8 lanes within 20 years. The Oviedo side of the road will get a sound wall at that time.
• The Task Force organized a meeting with the Expressway Authority and concerned residents. About 90 residents attended. It took place on September 17, 2007. Mr. John Post, Jr. represented the Expressway Authority and he answered many questions. However, they have not changed their position and are not planning a wall for the Tuscawilla side of the road.
• The members attending the annual meeting agreed that the Task Force should continue to pressure various parties so a sound wall is erected on the Tuscawilla side as well as the Oviedo side.

Election of New Directors: Terms are up for Board members Sue Beveridge, Luis Rios, and Pat Stanforth. In addition, member Ron Schroeder has resigned for personal reasons. Sue Beveridge volunteered and was appointed by the Board to fulfill Mr. Schroeder’s remaining term. Three directors were elected to the Board for the 3-year term 2008-2011. They are as follows:

Wally White

Questions: Mr. Rios held a discussion with the members about their concerns. Those present at the meeting should prompt others to join the HOA and help in the neighborhood. A new resident stated that his real estate agent told him not to pay his HOA dues because once he paid, he would always have to pay. This is not true. Chelsea Woods HOA is a voluntary organization and there is no means by which residents can be forced to pay under any circumstances. However, there are deed restrictions governing every home in Chelsea Woods. Regardless if a homeowner pays dues or not, he/she must abide by the deed restrictions. A motion was made by Joan Grodski, seconded by Susan Mueller, and passed to adjourn the meeting at 8:05 pm.
