Board of Directors Annual Meeting
February 8, 2005
These Annual Meeting Minutes will not be approved until Feb. 06.
The Chelsea Woods HOA Annual Meeting was held at the Seminole County Public Library on February 8, 2005. Approximately 35 attendees were present including the following Board members:

Steve Nielson opened the meeting at 7:25 pm and presented the minutes from the February 11, 2004 Annual Meeting. They were subsequently approved.
Treasurer’s Report:
Steve Nielsen presented the 2005 budget and noted the expenditures for the new fountain. The budget was approved by the attendees. It was further recommended that the budget be placed on the web and in the newsletter.
Mr. Nielson reported that membership levels were essentially unchanged (approximately 190 homeowners). Several suggestions were offered to encourage more homeowners to join the association such as noting dues paying members in the newsletter and/or placing a sign in a yard noting “Member of CWHOA”.
Beautification:
Ron Schroeder noted that the fountain is fully operational. Several attendees observed that water quality in the pond has substantially improved since the installation of the fountain.
Mr. Schroeder also reported the following:
Progress Energy had been advised regarding outages in a number of street lights. - At the entrances, several timers and lights have been replaced over the past year. - Both Mr. Schroeder and John Holmes were recognized for their efforts in maintaining the landscaping .
Deed Restrictions:
Steve Overstreet was recognized for his efforts to monitor homeowner conformance with Chelsea Woods restrictions. Since Winter Springs Building Permits require approval by CWHOA, he suggested that homeowners discuss any improvements first with the association.
Election of Officers for 2005:
Outgoing Board members, Steve Nielson, Nancy Klien, and Lisa Finnegan, were recognized for their many contributions to CWHOA over the past three years. The following slate of Board members for 2005-2007 were presented to the attendees:

Pat Stanforth
No further nominations were offered by the attendees and the above individuals were elected by written ballot.
Old Business
Membership:
It was noted that over 100 homeowners basically enjoy the benefits of CWHOA without paying anything towards the maintenance and upkeep of the common areas. Mr. Smith noted that Chelsea Woods’ expenses have continued to increase over the years to cover liability insurance and most recently, the new fountain. Given these rising expenses, the Board has begun early discussions to explore various measures to increase homeowner participation including a requirement that any new homeowner in Chelsea Woods become a mandatory member in the homeowners association. This requirement would not affect any existing homeowner that does not wish to belong to CWHOA although over time, it would be possible to bring all homes under the CWHOA.
Several attendees offered support for further exploration of ways to increase homeowner participation.
Seneca Boulevard Traffic Concerns:
Jim Mathews expressed concern over some motorists on Seneca Boulevard exceeding the 25 mph speed limit and asked that homeowners allow Winter Springs police to park in private driveways to enforce the limit.
New Business
SR 417 Noise:
It was noted that the Florida’s Turnpike will likely undertake a study in the next 18-24 months to explore amongst other items, a new noise study.
Website:
The website is being updated.
Other:
Gary Bennett requested an explanation as to why the advertisements in the newsletter (and it’s associated income) had basically been eliminated especially in light of the tight revenues and increasing expenses. Mr. Nielson noted that there was some concern that the amount of advertising could overwhelm the articles in the newsletter.
Mr. Smith indicated that this matter will be revisited during the next year.
