Board of Directors Meeting
Monday, April 14, 2003
Board Members in Attendance: Gary Bennett, Steve Neilsen, Jim Cowdery, Steve Overstreet, Nancy Klein, Greg Smith and Lisa Finnegan
The meeting was called to order at 7:40 p.m.
The March 10, 2003 meeting minutes were read and modified to include that the annual meeting minutes were approved at the March 10 meeting. The minutes were then approved with final corrections.
Committee 2003 Task Review:
A question arose regarding the fountain for the pond. The committee determined that the status of the fountain is pending CWHOA finances increasing.
Another question was raised regarding the goals and aspirations for the committees. Gary Bennett shared a list of the goals and aspirations that the 2002 Board of Directors established for the upcoming year.
Treasurer’s Report:
Steve Neilsen reported that there are currently 167 paid members. Current net worth is $13,000.00 to date without any bills having been paid. Gary Bennett gave Steve Neilson the statement for the irrigation work recently done at the Seneca/Vistawilla entrance. Steve and Gary will send non-paying homeowners a “friendly” reminder letter followed by a more “substantial” letter to improve membership.
It was recommended that the Board consider additional revenue resources such as, payment for CWHOA newsletter ads. The newsletter committee will consider this.
Beautification:
Steve Neilsen reported that he spoke to Florida Power regarding the easement on Seneca and they are willing to come out to look at the area. CWHOA Board’s goal for this area is to ensure that although the easement needs to be accessible it also needs to be aesthetically landscaped and provide continuity within the neighborhood.
It was noted that the lights that are intended to illuminate the logustrums on Seneca are still out and need to be replaced, as well as, three lights on the side of the pond.
John Holmes has pulled the pansies and will be replanting summer hardy plants soon. John recommended that the lights at the Vistawilla entrance be dimmed during watering as they are shorting out. It was recommended that the quality of the bulb may be an issue or the seal on the light fixtures may not be tight enough. The Board will have John look into both these recommendations to see if that improves the longevity of the bulb.
ACC/Deed Restrictions:
Steve Overstreet contacted people listed from the membership forms for their involvement. He also contacted Jim Matthews who informed Steve that the Board reviewed the deed restrictions every ten years in the past. We are at five years from their last review but the deed restrictions are in need of revision.
Steve solicited the Board for their input on issues. It was addressed that the deed restrictions do not cover conduct and this can often be an issue that requires addressing. Any serious code enforcement goes to the city of Winter Springs however CWHOA does not always get the desired outcome.
Steve Overstreet also informed the Board that eleven homeowners have exposed air conditioners. Letters will be sent to the homeowners reminding them of the deed restriction requirement and the need to either plant shrubbery or discreetly fence in the unit.
Neighborhood Watch:
Gary Bennett distributed pamphlets that he picked up regarding Neighborhood Watch programs. Chelsea Woods is an official Neighborhood Watch community. Gary stated that Allison Sweeney will come out to our community and explain the program. Jim Cowdery and Gary Bennett will organize a luncheon for the Block Captains to attend and have Allison explain the program at that time. This will be a good opportunity to initiate the revitalization of CWHOA’s Block Captain/Neighborhood Watch program.
Community Events:
Lisa Finnegan stated that due to the shortness of time, attempting to organize an Easter Egg Hunt before Easter this year will not be possible. Gary Bennett would like to see Chelsea Woods hold some type of Spring function. A “Park Day” and “Spring Planting Day” were some ideas discussed. A mid year meeting is also a possibility with a time schedule of mid to late May to early June.
417/Government:
Gary Bennett mentioned that noise from 417 is a constant complaint heard in Chelsea Woods. In 2001 the Florida Turnpike was willing to increase landscaping. Trees that were planted did not survive due to the heavy rain.
Greg Smith stated that the Florida Turnpike is willing to reevaluate the noise issue from 417. He suggests that we ban together with Bentley Woods and other HOA’s that find 417 noise levels a disturbance.
Gary Bennett inquired if Greg Smith was also willing to take on the shared responsibility of the Government/Civic Committee. Greg was in agreement to support this committee with other committee members.
Website:
Gary Bennett received a copy of a ‘Selective Enforcement’ form for additional police surveillance during a residence’s absence from their home. Gary would like to see the form accessible through the CWHOA website for all residents. Nancy Klein stated that she also has newsletters that can be added to the website.
Newsletter:
Gary Bennett mentioned that the next newsletter should include the election of the new Board Members. It was determined that each chairperson would give a small narrative about his or her committee to Nancy Klein on April 28. The first newsletter of 2003 will also highlight Membership.
Old Business:
It was determined that the Civic Committee will look for volunteers to assist with attendance of Tuskawilla HOA and Winter Springs City meetings.
Welcome Committee:
Jim Cowdery and Steve Overstreet will re-evaluate current “Welcome” packet and work with CWHOA realtor homeowners to revitalize the welcoming process of new homeowners into CWHOA.
